construction cranes along the city, we passed -- when our founding fathers set up our democratic system of government they envision that the legislative branch would not be neat and tidy. it is messy. we balance the community's interest as we meet the challenges today. we still have a lot of work to do. this morning i was almost late to supervisor breed's swearing-in. my bike lights got stolen, then the muny bus was late, and i had trouble catching a cab. together we have much to do. i have literally dozens of friends who have moved from the city after they found a lifelong partner, had a baby, and decided they could not afford to live in the city. together we have to do better at reversing families like and making sure that everyone who wants to gets to live in san francisco. we still have too many young people who are not graduating from high school; too many young people who did not have jobs; too many young people who are being killed on our streets. together we can do better. we call ourselves the innovation capital of the world but there are so many ways that technology can improve our city ser

they will be looking at financial and governance of the agency. nonetheless we would go in and look at where the city has interest. this is part of the cities stock, city residents and housing. we hope that sf, with future plans of development of public housing, -- we believe that because of the departments of public health and human resources provide a lot of services to residents of this housing, the city has an interest. we also have a prior audit. we did an audit last year in response to complaints of there were problems, referral to city properties etc. there is a relationship. we focus on -- we know that hud would look at things within a certain level of criteria. i believe that there will still be areas in terms of the financial performance, financial policies, strategic planning, procurement -- there are many areas where we believe that there are benefits of looking more strategically at some of these areas. financial policies, we do have experience of conducting a similar audit of the last couple of months of the los angeles city housing

they teachers, nurses, government workers and others who couldn't afford other kinds of homes. these t.i.c. owners didn't teleport into the city and drop out of the sky to purchase homes in san francisco. these people are our neighbors, our coworkers, our kids teachers, the people we see on muni. they are part of the fabric of this community and are just as much a part of the fabric of this community as you are, or as i am. we need to stop demonizing them and start coming up with solutions. these t.i.c. owners are at risk, as supervisor farrell spelled out, they're on group mortgages, many who purchase thinking that they would be in the condo lottery on a group mortgage for five, six, seven years, are now looking at 15 to 20 years. that's a group mortgage where if one owner defaults on the mortgage the entire building defaults on the mortgage. they're paying double the interest rate. they can't refinance. so this legislation provides them with a path towards housing stability. the units at issue are overwhelmingly owner occupied. for the tenants who do live in these buildings,

i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to

and the local government, and all city officials and elected officials notwithstanding their clinical differences can come together and honor the democratic process. it's something very special. and it's something that i cannot take for granted because where i was born, and where i grew up, we did not have it. and what i was thinking about last night as i was thinking about today, i was thinking about the image, the very vivid image that still sticks in my head about how i came here. and i think about my mom, my two sisters and me. literally walking, climbing mountains, crossing the border, carrying my little sister. make sure i do not fall off the cliff of making sure my mom was safe. and i remember that dark night, when you are cold and trying to get through, you see the lights in the city on the other side of the border. and those lights represent a great deal of hope. a great deal of promise. and i think that often times we take that hope and the promise for granted. because what we have here is very special. and i am so grateful to my parents that they literally risk their lives
